Evaluation
Focused Consulting services are derived from formal training
and practical experience. These are blended with cultural
competence for application in assessment and evaluation of
health-related projects, programs and initiatives.
Norma Martínez-Rubin, owner and principal
consultant of Evaluation Focused Consulting, has an 18-year
professional background in public health education program
planning, design, implementation and evaluation.
Prior to launching Evaluation Focused Consulting,
she was an external evaluation consultant affiliated with
The Center for Applied Local Research. She is a former Assistant
Director of the University of California’s California-Mexico
Health Initiative (2002-2003) and of the California STD/HIV
Prevention Training Center (1998-2002). She coordinated childhood
immunization promotion projects for the San Francisco Department
of Public Health and managed contracts with community-based
organizations (1994-1998). From the late 80s through early
90s, Norma was among the first trainers of HIV antibody test
counselors for the County of Los Angeles, Department of Health
Services. She helped develop the county’s HIV counseling
and testing unit. Her public health education career has included
work in teenage pregnancy prevention and child abuse prevention.
Norma
earned an MBA with an emphasis in strategic management from
the John F. Kennedy University School of Management. She also
has a master’s degree from the UCLA School of Public
Health, where she had a dual major in Population, Family,
and International Health and Behavioral Sciences/Health Education.
Norma is a nationally certified health education
specialist (CHES) and has a certificate in training and human
resource development from UC Berkeley.
She is a native Californian, born and reared
in Los Angeles. She is bilingual (English/Spanish) and bicultural
(Mexican American), with the sensitivity and capability to
engage organizations and their clients to find ways to improve
the quality of their services, reduce programmatic costs,
and maintain efficient operations.
Norma’s focus on program evaluation
is her way of fostering social change through systematic inquiry
for organizational decision making.
